Why Canada isn’t living up to decades old ruling on a moderate livelihood

It's been more than two decades since the supreme court of Canada ruled that the Miꞌkmaq people could earn a moderate living by catching and selling fish. But a Senate committee heard Tuesday that the federal government is not living up to that ruling.
