Trans Mountain Pipeline over budget and will face delays into 2023, new report states

A new report by West Coast Environmental Law states the Trans Mountain Pipeline project will go over budget and be delayed well into 2023. According to the report, the $12.6 billion project's construction costs will be millions over budget.
