The head of Manitoba’s child welfare system admits the agency could have done a better job for Tina Fontaine.
Fontaine, 15, was pulled from Winnipeg’s Red River Aug. 17, 2014.
She was a ward of the province who was living in a hotel, after being placed there by the province.
