Shelters for homeless people are meant to be safe places where street people get a night’s rest.

For those unable, or unwilling to kick the bottle, the doors are often shut.

Now, Thunder Bay, Ont., hopes to clean up its streets using a controversial idea by building a shelter for homeless alcoholics.
