The Cree of Eeyou Istchee signed a major infrastructure memorandum of understanding with the government of Quebec.
The deal, worth $4.7 billion, will mostly be spent building railways.
With the current shut down of rail service across parts of the country, the irony of the announcement was not lost on leaders at the signing.
