Report says province of Manitoba has done very little to fix problems exposed after Phoenix Sinclair inquiry.

The murder of a five year old Phoenix Sinclair more than a decade ago called into question Manitoba’s child care system.

It also created one of the most expensive inquiries in the province’s history.

Now, three years after the inquiry wrapped up, a new report says the province has done very little to fix the problems.
